Before POST, BIOS ROM has to be executed... so it seems like it might be the CPU or Mobo.

Right, as it turns out neither my mobo nor the new case has pc-speaker - gg me for saying there's no beeping.

No POST errors, it either boots up fine or doesn't power usb/monitor.

Capacitors should be fine, replaced psu+ mobo 1.5 year ago. PCU is OCZ.
