FreeMp3/Wma/Ogg Converter Converter offers easy, completed ways to convert popular audio file formats to MP3, WMA. Beside converting WMA to MP3, MP3 to WMA, the software also supports converting WAV, OGG. It provides optimized default settings. No more thinking but just a click to start WMA to MP3 conversion with the this simple tool. In spite of this, there are still a lot of settings can be tweaked to meet your special need. The MP3 converter supports ID3 tag and batch conversion. It also can merge multiple files into one big file, support MP3, WAV, WMA and OGG formats.

Version 6.0.1 may include unspecified updates, enhancements, or bug fixes.

    Free Audio Editor:
Another program that let you do anything to most sound files. The only downside in the free version is that you can only save in wav format.
However thats no problem with the other program to convert them into usable ArmA 2 .ogg files...
AmrA 2 should be able to use wav, but I havent had success with it yet.

    Spoiler:

    1. Load a sound file.
    2. Mark the section you want, via edit cut it out, delete the rest and past it in again.
    3. Mark the whole area where you want the sound to fade and click Transform_Fade_Out.
    4. Go into Options_Outputformat_PCM. Set it to 44100, 16bit, mono. Ok.
(Mono is needed for 3d sounds ingame. Stereo is heard everywhere...)
    5. File_Save as_Windows PCM .wav and select a name for your file.
(You can only save in wav on the freeware version...)
(If the org file was stereo, two sound lines, the saved one will be mono when reloaded into the program.)
    6. Convert with the other program into .ogg.
